The Gunners are hoping to wrap up a deal with Rice by the end of this week.
However, they will be looking to take another player from a fellow Premier League side again.
Mikel Arteta is keen on Havertz and will look to prize the 24-year-old away from Stamford Bridge.
Havertz was a regular fixture in Chelsea’s front line throughout last season and the Blues co-owner Todd Boehly will not sell the Germany international cheaply.
Arsenal, who will be expected to fork out a considerable transfer sum to land Havertz this summer, plan to reassess their budget after splashing out on Rice for an expected fee worth north of £100 million.
