Tax Reform Success Hinges on Execution Discipline, Joseph Tegbe says, urging credible implementation to secure Nigeria’s fiscal future

Joseph Tegbe, Chairman of the National Tax Policy Implementation Committee, said Nigeria’s tax reform success hinges on execution discipline rather than legislative ambition, as he addressed the 2026 Leadership Retreat of the Nigeria Revenue Service in Abuja.

Joseph Tegbe told senior revenue officials that Nigeria’s fiscal future now depends on institutional performance and credible implementation of the newly enacted tax framework.

He described the country’s tax reform journey as being at a decisive stage.

Joseph Tegbe noted that Nigeria’s tax to GDP ratio remains among the lowest for major economies.

He said this reality constrains fiscal flexibility and increases exposure to oil price volatility.

According to Joseph Tegbe, the passage of four new tax laws marks the beginning of a broader reform agenda.

Joseph Tegbe described the reform as a systemic recalibration of Nigeria’s fiscal architecture rather than a routine policy adjustment.

The Chairman stressed that the true test of reform lies in execution.

Joseph Tegbe said outcomes will reflect the strength of an interconnected ecosystem that includes policy clarity, enforcement consistency, digital systems, dispute resolution efficiency and intergovernmental coordination.

Joseph Tegbe argued that tax policy must serve as an enabler of governance.

He said the framework must embody simplicity, equity, predictability and scalability to foster voluntary compliance and strengthen investor confidence.

Joseph Tegbe warned that ad hoc adjustments or policy drift could erode reform momentum and unsettle businesses.

He said investors thrive on predictable rules and structured sequencing, not shifting announcements.

Joseph Tegbe further called for a whole of government approach to revenue reform.

He said sustainable gains require robust taxpayer identification systems, integrated financial data and harmonised coordination across federal and sub national levels.

Beyond revenue targets, Joseph Tegbe expanded the definition of reform success.

He said durable reform should be measured by higher voluntary compliance, lower administrative costs, fewer disputes and faster resolution cycles.

“Sustainable revenue performance is built on trust and efficiency, not enforcement intensity,” Joseph Tegbe said.

Joseph Tegbe concluded that Nigeria’s focus has now shifted from policy design to effective delivery.

He said execution discipline will define the next chapter of Nigeria’s revenue transformation and determine whether the promise of reform translates into measurable and lasting fiscal resilience.
