Head of the Civil Service tells House committee the Federal Secretariat office occupied by the controversial council belongs to the Office of the Secretary to the Government of the Federation

Head of the Civil Service of the Federation, Mrs Esther Walson-Jack, has told the House of Representatives ad hoc committee investigating the controversial Presidential Foreign Intervention Promotion Council (PFIPC) that the office space occupied by the organisation at the Federal Secretariat in Abuja was officially allocated to the Office of the Secretary to the Government of the Federation (OSGF), not to the council.

Walson-Jack made the clarification on Monday while appearing before the House committee probing the circumstances surrounding the existence of the PFIPC and the ₦1.3 billion appropriated to the body in the 2026 Appropriation Act.

The Head of the Civil Service said records available to her office showed that the office accommodation in question was assigned to the OSGF, distancing the Office of the Head of the Civil Service of the Federation from any allocation made to the PFIPC.

“The office space used by the purported Presidential Foreign Intervention Promotion Council at the Federal Secretariat was allocated to the Office of the Secretary to the Government of the Federation,” Walson-Jack told the committee.

Her testimony came as lawmakers continued their high-profile investigation into the PFIPC following questions over the council’s legal status, operations and inclusion in the 2026 federal budget.

The House panel is examining how the body came to occupy office space within the Federal Secretariat and the basis for the ₦1.3 billion allocation approved for it in the national budget.

The investigation follows growing public scrutiny after reports emerged questioning the authenticity of the council and its activities, prompting the House of Representatives to establish an ad hoc committee to determine whether due process was followed.

Monday’s hearing forms part of a broader effort by lawmakers to establish the facts surrounding the PFIPC, identify the government agencies involved in its operations and determine whether public funds were lawfully appropriated and utilised.

The committee is expected to hear from additional government officials and relevant stakeholders as the investigation continues before presenting its findings and recommendations to the House.
