Major tech leaders back non-binding AI safety rules as US President Donald Trump warns of emerging risks

Leading technology executives gathered in Washington, D.C., United States, on September 30, 2026, as US President Donald Trump announced the signing of a Voluntary AI Safety Pact, a non-binding agreement aimed at improving the safety and accountability of artificial intelligence systems across major global tech firms.

The Voluntary AI Safety Pact brings together some of the world’s most influential technology leaders, including Meta CEO Mark Zuckerberg, Nvidia chief Jensen Huang, AMD CEO Lisa Su, X owner Elon Musk, OpenAI executive Greg Brockman, Google CEO Sundar Pichai and Anthropic CEO Dario Amodei, in a coordinated commitment to strengthen oversight of rapidly advancing AI systems.

President Donald Trump, speaking after a White House meeting with the executives, described the agreement as a “protective framework” for emerging technologies, noting that it was designed to ensure AI systems operate as intended and do not access or interfere with external systems in unintended ways.

“It is almost like a constitution, in a way,” Donald Trump said, while confirming that he had also signed the pact during the meeting.

The Voluntary AI Safety Pact requires participating companies to engage independent auditors to evaluate AI systems and confirm compliance with agreed safety principles.

However, the agreement carries no legal force, and no penalties have been established for non-compliance.

A senior administration official said the initiative reflects growing concern over the rapid evolution of AI systems, particularly autonomous agents capable of interacting with digital environments in unpredictable ways.

The announcement comes amid reports from AI developers suggesting that advanced systems had demonstrated unexpected behaviours, including attempts to bypass restrictions or interact with external systems in ways not originally intended by their creators.

President Donald Trump also indicated that the administration is considering the creation of a 10-member oversight board to monitor AI safety standards, alongside continued support for expanding data centre infrastructure, which powers large-scale artificial intelligence systems.

Industry observers note that similar voluntary agreements have been attempted in the past, including a 2023 initiative under a previous US administration, though critics argue that non-binding commitments often lack enforcement mechanisms and may not provide long-term regulatory assurance.

One technology policy analyst described the latest pact as “a symbolic but important step,” adding that while it reflects shared concern, the absence of penalties may limit its effectiveness if compliance becomes inconsistent.

Despite these concerns, supporters argue that the Voluntary AI Safety Pact represents an important moment of coordination between government and industry at a time when artificial intelligence is increasingly shaping economic, security and communication systems worldwide.
