The confirmation followed an earlier postponement triggered by the kidnapping of students in Kebbi State.
Governor Agbu Kefas had planned to defect on 19 November but delayed the move.
He said holding a political event during a national security crisis would be insensitive.
Speaking in Jalingo, Ibrahim Tukur said the governor had finished his registration at the ward level.
He added that the public declaration would not take place in December.
Tukur said December was unsuitable because many families would be preparing for Christmas and New Year.
He stressed that the party did not want supporters travelling across the state during the festive period.
He confirmed that Governor Kefas had met all membership requirements.
He added that ward executives had accepted his letter and updated party records to reflect his new status.
Tukur also revealed a wider political movement in Taraba. Fifteen members of the Taraba State House of Assembly and all members of the state executive council had joined the APC. He described the development as a natural political shift.
He said many stakeholders were following the governor and more were expected. He insisted there was no cause for concern.

Tukur added that party leaders had agreed that January offered the most suitable window for the ceremony. He said the party would announce the exact date after final consultations.
