ASUU gives Lagos varsities 14-day strike ultimatum

Lecturers at LASU, LASUED and LASUSTECH demand implementation of the 2025 agreement, including revised salaries and outstanding allowances

Academic staff at three Lagos State-owned universities have issued a 14-day ultimatum over the non-implementation of key provisions of the 2025 Federal Government/Academic Staff Union of Universities agreement, raising fresh concerns over possible disruption to academic activities in the state.

The ASUU branches at Lagos State University, Lagos State University of Education and Lagos State University of Science and Technology reached the decision during separate congresses held on August 26 and 27, 2026, following a directive from the union’s National Executive Council.

The ASUU Lagos ultimatum is directed at the Lagos State Government, rather than the individual university administrations, although the resolutions have been formally communicated to the respective vice-chancellors.

The 14-day period is expected to expire on September 9 and 10, depending on when the individual branch resolutions were communicated.

The lecturers are demanding action on several outstanding provisions, including the Consolidated Academic Tools Allowance, the revised salary template and accumulated financial obligations arising from the agreement.

In letters to their university leaderships, the branches complained that repeated engagements over implementation of the revised salary structure had not produced the required action.

“Despite several engagements concerning the implementation of the revised salary template, management has yet to effect it or settle consequential financial obligations,” the union stated.

It said the prolonged delay had placed lecturers under significant financial pressure, contributed to dissatisfaction and weakened staff morale.

The development follows months of tension between ASUU and the Lagos State Government over the treatment of academic staff in the state’s public universities.

Earlier this month, the Lagos Zone of ASUU alleged that the state government had failed to implement the 2025 agreement in LASU, LASUED and LASUSTECH despite the pact’s agreed commencement date of January 1, 2026.

During an August 5 press conference, ASUU officials also alleged that senior professors in the state-owned universities were earning less than some secondary school principals because of the failure to implement the revised remuneration structure.

The current dispute is part of a broader national disagreement over the implementation of the 2025 FGN-ASUU agreement, which followed years of negotiations between the Federal Government and the lecturers’ union.

The agreement was signed in January 2026 and provided for, among other measures, an upward review of academic staff remuneration and a revised Consolidated Academic Tools Allowance.

In June, the Federal Government inaugurated an Implementation Monitoring Committee comprising representatives of government agencies and ASUU to monitor compliance, resolve emerging issues and promote industrial harmony across the university system. (National Universities Commission)

The Federal Government subsequently released funds covering five months of CATA arrears for eligible academic staff in federal universities.

The Education Ministry said the payment was part of efforts to implement the agreement, although ASUU has continued to raise concerns over the interpretation and uneven application of some provisions. (The Cable)

State universities, however, present a different implementation challenge because their academic staff are employed and funded through state structures.

That distinction is central to the latest Lagos dispute. The three ASUU branches are demanding that the Lagos State authorities adopt the provisions of the national agreement for lecturers in the state’s public universities.

The congress resolutions were reportedly monitored by ASUU Lagos Zone Coordinator, Professor Adesola Nassir, and are expected to be forwarded to the union’s national leadership in Abuja.

If the outstanding issues are not resolved before the deadlines, the branches are expected to seek further approval from the national organs before embarking on industrial action.

The latest warning also comes after other staff unions in Lagos State-owned universities issued their own grievances over welfare and remuneration.

In July, the Senior Staff Association of Nigerian Universities, LASU chapter, issued a separate 14-day ultimatum to the Lagos State Government and university management over a range of welfare issues, including salary arrears and the implementation of a separate salary agreement. (The Sun Nigeria)

Joint Action Committee unions representing workers in Lagos State-owned universities had also threatened industrial action in July over the non-payment of a N50,000 palliative announced for state workers. (DAILY TIMES Nigeria)

The accumulation of these disputes has increased pressure on the Lagos State Government to address staff welfare across its university system while avoiding another prolonged confrontation with organised labour.

For students, the immediate concern is whether negotiations can resolve the dispute before it escalates.

ASUU’s latest step does not itself constitute an immediate strike.

The 14-day ultimatum gives the state authorities an opportunity to address the union’s demands before the matter proceeds through the union’s formal industrial-action process.

With the deadline approaching in early September, attention will now turn to whether the Lagos State Government and the three universities can reach an agreement with the lecturers and prevent the dispute from developing into another interruption of academic activities.
