The Federal Government and the leadership of the Nigeria Labour Congress (NLC) on Tuesday, 27 October 2026, reached a set of resolutions following a conciliation meeting held at the Federal Ministry of Labour and Employment in Abuja.
The meeting was convened as a follow-up to an earlier session on 22 October and came after the NLC’s Central Working Committee and National Executive Council had raised several concerns affecting Nigerian workers.
After extensive deliberations, both parties resolved as follows:
On the national minimum wage, a Minimum Wage Negotiation Committee has been constituted and is to commence meetings immediately. However, both sides still disagree on the effective date of implementation of the new national minimum wage.
On petroleum pump price and palliatives, a transport intervention of ₦70,000 will be paid across all levels of government for a period of six months, commencing from November 2026.
The Peculiar Allowance, already approved by the Federal Government with effect from 1 May 2026, will have its arrears paid from November 2026 in three equal monthly instalments.
Nineteen months’ arrears of allowances for health workers will be redeemed within three months, starting from December 2026.
On tax relief for workers, the request will be referred to the National Executive Council for consideration since tax is a statutory matter.
On hazard allowance for agricultural workers, the Federal Ministry of Agriculture and Food Security has submitted the list of beneficiaries and the cost implication to the National Salaries, Incomes and Wages Commission. Verification is expected to be completed within two weeks, after which the implementation template will be issued.
On the CONHESS adjustment, the National Salaries, Incomes and Wages Commission has promised to complete the update of the cost implication within three weeks to enable the Presidential Committee on Salaries to take a decision.
State and local governments were urged to key into the intervention process, while the unions were enjoined to push for full implementation of the resolutions.
Both parties agreed to reconvene after one month to review the level of implementation.
The document was signed by representatives of the Federal Government, including Tanimu Yakubu, Director-General of Budget; Dr Garba Abdul, Permanent Secretary of the Office of the Head of the Civil Service of the Federation; and the Honourable Minister of Labour and Employment, Dr Muhammad Maigari Dingyadi.
On the labour side, it was signed by NLC President Comrade Joe Ajaero and Comrade Olowoyo Gbenga, National Secretary of the Joint National Public Service Negotiation Council.
