Atlanta Police have opened an investigation after a deputy chief was linked to the Judge Ross affair scandal involving alleged misconduct

The Atlanta Police Department has opened an investigation after Deputy Chief Kelley Collier was identified as the senior officer allegedly involved in an affair with United States District Judge Eleanor Ross, a controversy that has triggered scrutiny within the federal judiciary and law enforcement circles in Georgia.

The allegations surfaced on Thursday following reports by Bloomberg Law identifying Kelley Collier, a deputy chief with the Atlanta Police Department, as the “prominent” law enforcement officer referenced in a judicial misconduct complaint involving Judge Eleanor Ross of the United States District Court for the Northern District of Georgia.

According to the judicial complaint, Judge Eleanor Ross allegedly engaged in a secret extramarital relationship with the officer over a two-year period, including encounters said to have taken place inside judicial chambers during official working hours.

The complaint further alleged that court staff overheard kissing sounds and moaning during some of the encounters, details that later formed part of a broader investigation by a judicial conduct committee.

Although the committee initially withheld the identities of those involved, Bloomberg Law reported that the description of the officer matched Kelley Collier’s role and professional background within the Atlanta Police Department.

Kelley Collier, 55, currently serves as commander of the department’s community services division and has reportedly worked with the agency since 1998.

In a statement published on its official website, the Atlanta Police Department confirmed that an internal review had commenced.

“The Atlanta Police Department has launched an investigation to determine if the person mentioned in the Committee on Judicial Conduct and Disability of the Judicial Conference of the United States is indeed an employee of the Atlanta Police Department,” the agency stated.

Judge Eleanor Ross, who was appointed to the federal bench in 2014 during former President Barack Obama’s administration, was also accused of attending a partisan political event and making misleading statements during the judicial inquiry.

The judicial panel reportedly issued a private reprimand over the conduct.

Judge Eleanor Ross is married to Georgia state court judge Brian Ross, adding a deeply personal dimension to the already explosive controversy.

Attempts by media organisations to obtain direct comments from Kelley Collier were unsuccessful, although an automatic email response reportedly indicated that the officer was out of the office.

The unfolding Judge Ross affair scandal has generated intense public attention in the United States, particularly because of the ethical expectations attached to both federal judges and senior law enforcement officials.

Legal analysts say the case could renew debate over judicial accountability, workplace ethics and standards of professional conduct within public institutions.
