Lagos State new laws take effect from February and August 2025 as Governor Sanwo-Olu advances public safety, governance, and institutional reforms

The Lagos State Government has announced the official commencement dates for seven newly signed laws by Governor Babajide Olusola Sanwo-Olu.

The Lagos State new laws are designed to strengthen public safety, governance, and institutional capacity across the state.

In a statement from the Ministry of Justice, signed by the Director of Public Affairs, Mrs Grace Alo, the government confirmed that the laws had been passed by the Lagos State House of Assembly and duly assented to by the governor.

Each law has a corresponding Commencement Order issued in accordance with legal provisions.

Five of the laws came into effect on 19 February 2025. The remaining two are scheduled to take effect on 4 August 2025.

“This is to allow for sufficient time to disseminate information about the new laws, educate the public, and put in place the necessary infrastructure and resources for their enforcement,” the ministry said.

Among the laws already operational is the Lagos State Fire and Rescue Service Law. It provides a legal framework to enhance fire safety, emergency response, and rescue operations.

Also in force is the Lagos State Law Enforcement Training Institute Law, which introduces structured training and certification for officers across security and regulatory agencies.

The Human Organ Harvest and Tissue Transplantation Law regulates the donation and transplantation of organs and tissues.

It introduces stringent penalties to deter illegal activity in this sensitive medical area.

Another law now active is the Consumer Protection Agency Law, which establishes a dedicated body to uphold consumer rights and address complaints related to goods and services.

Also effective is the Victim Assistance and Witness Protection Law. It provides support for crime victims and ensures witness protection, encouraging cooperation with law enforcement.

From 4 August 2025, two additional laws will commence. The Local Government Administration Law reforms grassroots governance in Lagos by defining clearer administrative roles and promoting transparency.

The Lateef Jakande Leadership Academy Law, named in honour of the former governor, introduces a structured development programme for young professionals entering the public sector.

Mrs Alo urged all stakeholders—including ministries, departments, agencies, and the public—to take note of the dates and prepare for full compliance.

“The assigned commencement dates are part of the state’s deliberate and coordinated effort to ensure the effective rollout of the laws and public awareness,” she said.

According to the ministry, the Lagos State new laws reflect the administration’s ongoing commitment to institutional reform, human rights protection, and improved service delivery.

“These laws are expected to significantly impact sectors including emergency management, consumer protection, justice administration, organ transplant regulation, and local governance,” the statement concluded.
