INEC launches robust logistics plan for 2027 polls

The Chairman of the Independent National Electoral Commission, Prof. Joash Ojo Amupitan (SAN), on Thursday, October 15, 2026, in Abuja, inaugurated a multi-agency Electoral Logistics Committee as part of INEC’s early preparations to ensure election personnel and materials reach polling units safely and on time during the 2027 general elections.

The initiative brings together security agencies, transport unions and relevant government institutions in an effort to address one of the most persistent practical challenges of Nigerian elections: getting people and materials to thousands of polling locations across difficult and sometimes insecure terrain.

Amupitan said the commission was starting early because logistical failures could undermine an otherwise credible election.

“Today’s inauguration of the Electoral Logistics Committee marks a proactive step in ensuring that the 2027 General Election is defined by seamless execution and operational excellence,” he said.

The committee, chaired by retired Rear Admiral Jamila Abubakar-Sadiq, has been tasked with assessing INEC’s logistics requirements and developing a comprehensive framework for storing, distributing, deploying and retrieving election materials.

Its work will cover road, air and maritime transportation, as well as the readiness of warehouses, vehicles, airports and seaports.

The committee will also identify operational gaps, monitor compliance with approved schedules and recommend measures for dealing with transport bottlenecks, material shortages and security threats.

For a country as geographically diverse as Nigeria, the challenge extends well beyond the availability of election materials.

Riverine communities, poor road networks, difficult terrain, adverse weather and security concerns can all affect whether materials arrive when voters and election officials need them.

Amupitan said INEC must therefore anticipate these difficulties rather than respond to them after they have disrupted voting.

“We must anticipate the weather, the terrain and the security environment to ensure that no Nigerian is disenfranchised due to late arrival of materials,” he said.

The emphasis on early preparation comes as the commission moves deeper into its electoral timetable.

Amupitan said INEC had completed 10 of the 14 activities listed on its timetable, with preparations proceeding within the relevant statutory deadlines and operational benchmarks.

The commission had also indicated earlier in October that it was working towards having election officials and materials ready at polling units by about 7:30am, reflecting the renewed focus on reducing delays on election day.

Malafa said the logistics committee would draw lessons from previous elections, identify weaknesses and develop practical responses for areas where transportation and security requirements differ significantly.

She said difficult terrain, security-challenged locations and crisis-prone areas would be mapped so that transportation and security arrangements could be tailored to their specific needs.

The committee may also create specialised teams for airlift, land transportation, maritime operations, storage and security, allowing technical issues to be handled by groups with more focused responsibilities.

The logistics drive is unfolding alongside a separate effort to encourage Nigerians to participate more actively in the electoral process.

At the same Abuja gathering, the National Orientation Agency launched a nationwide grassroots mobilisation campaign aimed at tackling voter apathy, vote buying and electoral violence ahead of the elections.

The campaign, themed “Your Vote, Your Voice, Our Future: Say No to Apathy, Vote Buying and Violence. Let’s Build a United Nigeria in 2027,” will be taken to communities through local-language communication, radio programmes, community dialogues, drama and digital platforms.

Amupitan urged NOA officials to take voter education beyond formal institutions and into traditional palaces, markets, places of worship, campuses and village squares across the 774 local government areas.

The approach reflects the commission’s broader concern that a credible election depends not only on logistics but also on whether citizens are informed and willing to participate peacefully.

Voter apathy, in particular, remains a concern because low participation can leave major political decisions in the hands of a smaller proportion of eligible voters.

NOA Director-General, Lanre Issa-Onilu, said the agency would use its structures across Nigeria’s 36 states and the Federal Capital Territory to engage communities directly.

“No political ambition should cost a Nigerian life. No disagreement should destroy the bonds between neighbours. No temporary inducement should determine a citizen’s choice about our collective future,” Issa-Onilu said.

Minister of Information and National Orientation, Mohammed Idris, who also spoke at the campaign’s launch, urged citizens to reject vote buying and violence while taking their civic responsibilities seriously.

“An election is more than a day at the polling unit,” Idris said, arguing that participation gives citizens an opportunity to determine who represents them and influence the direction of their communities and country.

The government has also pointed to recent electoral reforms as part of efforts to strengthen confidence in the process. Idris said President Bola Ahmed Tinubu had signed the Electoral Act 2026 into law, which he said introduced measures intended to improve transparency, accountability and public confidence.

Meanwhile, INEC has been increasingly vocal about emerging threats to election integrity, including misinformation and artificial intelligence-generated deepfakes capable of inflaming ethnic or religious tensions.

The commission has urged political parties, candidates, civil society groups and the media to promote verified information and resolve disagreements through lawful channels.

The early logistics planning therefore forms part of a wider effort to make the 2027 elections more predictable from the voter’s perspective.

The ambition is straightforward: polling units should be ready, materials should arrive on time, voters should understand the process and political competition should not come at the cost of lives or public confidence.

For INEC, the months before election day will now be critical. Its ability to turn the committee’s plans into reliable operations across Nigeria’s varied terrain could prove just as important to the credibility of the polls as the technology used to accredit voters and transmit results.
