Governor Uba Sani outlined a N985.9 billion spending plan that prioritises heavy capital investment, transparency and community-driven development.

Governor Uba Sani said the budget was designed to renew, rebuild and reposition the state.

He noted that the plan considered every rural and urban community, reflecting the administration’s pledge to deliver inclusive growth.

He added that the proposal contained a projected recurrent revenue of N734.29 billion and capital receipts of N251.62 billion from grants and loans.

Governor Uba Sani explained that his government strengthened evidence-based planning through statewide surveys on agriculture, health, poverty, GDP and malaria prevalence.

He said the findings now guide resource allocation and programme design.

He also highlighted Kaduna’s continued leadership in the Open Government Partnership, noting that the state had fully implemented global infrastructure transparency standards.

The budget allocated N286.23 billion for recurrent expenditure and N699.69 billion for capital projects.

Governor Uba Sani described the capital-heavy structure as a deliberate commitment to long-term asset creation and sustainable growth.

He said Educational Infrastructure and Rural Transformation each received 25 per cent of sectoral allocations, while Health received 50 per cent.

He added that Agriculture, Security, Social Development, Environment and Governance received smaller but targeted shares.

Governor Uba Sani said the administration had maintained prudent debt management and contracted almost no new loans.

He stated that Kaduna had already spent N114 billion servicing inherited debts while keeping essential public services stable.

He emphasised that each of the state’s 285 wards received N100 million for community-selected projects under the World Development Priorities and Community Charter Programme, describing it as one of Nigeria’s most ambitious participatory budgeting efforts.

Speaker Dahiru Liman praised Governor Uba Sani for reviving earlier development initiatives and introducing new projects that benefit rural and urban communities.

He said the administration’s targeted approach to underserved communities strengthened the assembly’s confidence in the reform agenda.

He pledged a thorough review of the budget to ensure it reflects the priorities of Kaduna residents and accelerates infrastructure upgrades and improved service delivery.
