The Independent Corrupt Practices and Other Related Offences Commission (ICPC) has partnered with the United Nations Office for the Coordination of Humanitarian Affairs (UN OCHA) to address corruption risks and fraudulent practices that could undermine humanitarian assistance in Borno, Yobe and Adamawa states.

The partnership was discussed during a familiarisation visit to UN OCHA’s office in Maiduguri on Tuesday, October 27, 2026, led by Linus Gubbi, the ICPC Resident Anti-Corruption Commissioner overseeing Borno and Yobe states.

Gubbi said the visit was intended to introduce the ICPC leadership to the humanitarian organisation, establish direct communication channels and identify areas where corruption, supply chain leakages and the misuse of resources could affect aid delivery.

He also highlighted UN OCHA’s role in coordinating life-saving humanitarian assistance, mobilising resources and supporting vulnerable communities across the North-East and the wider Lake Chad region.

“Our presence today is driven by three primary objectives: to formally introduce the ICPC Borno State leadership to OCHA and establish direct channels of communication between our institutions,” Gubbi said.

He added that the agencies intended to identify corruption risks affecting humanitarian operations and establish a long-term partnership that would incorporate anti-corruption safeguards into aid delivery frameworks.

Gubbi said the partnership could provide UN OCHA and its local partners with access to specialised training, relevant information and secure channels for reporting suspected corruption.

He explained that the commission could support humanitarian workers with training on anti-corruption procedures, while helping strengthen internal controls and improve responses to allegations of financial misconduct.

The proposed cooperation would also facilitate the reporting of suspected diversion or misuse of humanitarian resources, alongside investigations where evidence of wrongdoing emerges.

Gubbi expressed appreciation for UN OCHA’s reception and urged the organisation to take advantage of the proposed collaboration to improve accountability in humanitarian operations.

He said the initiative was intended to protect resources meant for vulnerable people across Borno, Yobe, Adamawa and neighbouring areas.

The Head of Office of UN OCHA in Maiduguri, Patricia Mucheche, welcomed the proposed partnership and stressed the importance of building stakeholders’ understanding of accountability procedures.

Mucheche said humanitarian workers and local partners needed clear guidance on how to report suspected misconduct, what happens after a complaint is submitted, expected timelines, confidentiality protections and possible outcomes.

She noted that transparent reporting mechanisms and effective information sharing would help build confidence among stakeholders and promote responsible management of humanitarian resources.

Mucheche also assured that UN OCHA would continue working with relevant stakeholders to support transparency in the delivery of relief assistance across the North-East.

The partnership comes amid continuing humanitarian needs in the region, where vulnerable communities rely on assistance for essential services and relief supplies.

Strengthening oversight and reporting systems could help agencies identify suspected misuse of resources and improve accountability.

However, the effectiveness of the proposed collaboration will depend on how the agencies implement the measures, protect people who report suspected misconduct and ensure that credible allegations receive appropriate attention.
