Nigeria announces review of MTN’s acquisition of IHS Towers to ensure fair competition, consumer protection, and stability in the telecom sector

The Federal Ministry of Communications, Innovation and Digital Economy has announced a review of MTN Group’s planned acquisition of IHS Towers to ensure it does not negatively affect competition, consumers, or the stability of Nigeria’s telecommunications sector.

The review is particularly significant for operators such as Globacom and Airtel Nigeria, which lease towers from IHS.

The government said it aims to safeguard fair access and avoid any disadvantage to operators that rely on infrastructure controlled by MTN.

The Ministry highlighted that telecommunications infrastructure is strategic for national security, economic growth, financial services, innovation, and social inclusion.

It emphasised that any consolidation or structural change must protect consumers, preserve investor confidence, and ensure the long-term sustainability of the sector.

“Over the past two years, under the leadership of His Excellency, President Bola Ahmed Tinubu, this administration has taken deliberate steps to stabilise and strengthen the telecommunications sector as a critical pillar of Nigeria’s digital economy,” the Ministry said.

“Our objective is clear: to ensure that any market consolidation or structural changes protect consumers, safeguard investments, and preserve the long-term sustainability of the sector.”

The statement also noted that recent financial results from key operators indicate a return to improved profitability and increased investment in telecom infrastructure, reflecting the impact of reforms and regulatory engagement aimed at strengthening the sector.

The Ministry confirmed that it will collaborate with relevant regulatory authorities to conduct a thorough assessment of MTN’s acquisition of IHS Towers in alignment with the administration’s Renewed Hope policy directions. The review will focus on transparency, fair play, and long-term sector growth.
