On Tuesday, 17 April 2007, a defining chapter in Nigeria’s economic development journey unfolded on the Atlantic coastline of Ode Omi in Ogun Waterside Local Government Area. The occasion was the official flag-off of the OK Free Trade Zone (OKFTZ) and Deep Sea Port, an ambitious infrastructure initiative designed to transform Nigeria into one of Africa’s foremost investment and maritime hubs.

At the centre of this historic milestone stood His Excellency, The Senator Otunba Gbenga Daniel, FNSE, FAEng, then Governor of Ogun State, whose administration conceived, championed and relentlessly pursued the vision of unlocking the immense economic potential of the Olokola axis.

The event, which attracted the highest level of national attention. Serving as the Chief Guest of Honour was President Olusegun Obasanjo, GCFR, President and Commander-in-Chief of the Armed Forces of the Federal Republic of Nigeria.

The ceremony also featured the participation of Dr. Olusegun Agagu, then Governor of Ondo State, reflecting the collaborative partnership between Ogun and Ondo States in bringing the project to life.

A Vision Beyond Its Era

Under the leadership of Governor Gbenga Daniel, the Ogun State Government embraced infrastructure-led economic development as a catalyst for industrialisation and job creation. The Olokola project represented one of the administration’s boldest strategic initiatives.

Situated along the Atlantic coastline and spanning the border communities of Ogun Waterside Local Government in Ogun State and Ilaje Local Government in Ondo State, the OK Free Trade Zone was designed to occupy over 10,000 hectares of prime coastal land.

Its strategic location—less than 100 kilometres east of Lagos—made it ideally positioned to complement and eventually relieve pressure on the nation’s increasingly congested Lagos ports while opening new gateways for international commerce.

The Master Plan

The development blueprint envisioned far more than a conventional free trade zone. It was planned as a fully integrated economic ecosystem comprising:

  • A world-class Deep Sea Port
  • An internationally competitive Free Trade Zone
  • Oil and gas logistics facilities
  • Refinery and petrochemical complexes
  • Manufacturing and industrial parks
  • Warehousing and distribution centres
  • Residential communities
  • Commercial districts
  • Recreational and support infrastructure

The project sought to attract billions of dollars in foreign direct investment while creating thousands of direct and indirect employment opportunities for Nigerians.

Strategic National Importance

Only weeks before the flag-off ceremony, another landmark achievement reinforced confidence in the project’s future.

In March 2007, an important Memorandum of Understanding (MoU) was signed for the proposed Olokola Liquefied Natural Gas (OKLNG) Project, involving the Federal Government, the Ogun and Ondo State Governments, and major international energy companies including:

  • Nigerian National Petroleum Corporation (NNPC)
  • Chevron
  • Shell
  • British Gas

The LNG initiative further established the Olokola axis as a strategic destination for energy, manufacturing, logistics and export-oriented industries.

OGD’s Economic Legacy

For Governor Otunba Gbenga Daniel,(OGD)the OK Free Trade Zone was never simply an infrastructure project; it was a long-term economic strategy.

His administration recognised that sustainable economic growth required more than public expenditure—it demanded the creation of investment platforms capable of attracting private capital, technology, global partnerships and industrial expansion.

The OKFTZ became one of the flagship projects of the Daniel administration’s broader economic transformation agenda, reflecting his commitment to positioning Ogun State as Nigeria’s preferred destination for investment and industrial development.

The presence of President Olusegun Obasanjo at the flag-off ceremony underscored the national significance of the initiative and affirmed federal confidence in the project’s transformative potential.

A Vision Delayed, Not Defeated

Like many mega infrastructure projects across the developing world, the OK Free Trade Zone encountered significant challenges following the 2007 inauguration.

Changes in government, financing constraints, policy shifts and evolving economic realities slowed implementation, leaving much of the original vision unrealised for many years.

Nevertheless, the project’s strategic value never diminished.

The vast coastal location, natural deep-water advantage and expansive land area continued to attract interest from investors seeking large-scale industrial opportunities.

Renewed Hope

Nearly two decades after the historic flag-off ceremony, the original vision championed by Senator Otunba Gbenga Daniel has begun receiving renewed attention.

Recent investment initiatives, including plans by Dangote Industries Limited to develop a modern deep-sea port within the Olokola Free Trade Zone, have revived national interest in the corridor and reaffirmed the enduring relevance of the master plan conceived during the Daniel administration.

These renewed efforts underscore the foresight behind the original initiative and reinforce the belief that transformative infrastructure often requires long-term commitment beyond political cycles.

A Landmark in Nigeria’s Development History

Although the journey has been longer than anticipated, history continues to recognise the flag-off of the OK Free Trade Zone and Deep Sea Port as a bold declaration of confidence in Nigeria’s future—and as one of the enduring legacies of the Otunba Engr Gbenga Daniel administration.
