UK to expand facial recognition for immigration enforcement

The Home Office plans to deploy facial recognition cameras at transport hubs and public events, raising concerns over privacy, surveillance and possible misidentification.

UK to expand facial recognition for immigration enforcement

The United Kingdom government is planning to expand the use of live facial recognition technology to strengthen immigration enforcement and identify individuals who have breached immigration rules.

The proposed initiative, being developed by the Home Office, could see facial recognition cameras deployed at transport hubs and public events to help officers identify people who have overstayed their visas, entered the country unlawfully or violated the conditions of their stay.

According to policy documents published in October and cited by PUNCH Online on Thursday, November 5, 2026, the proposed expansion could extend the technology to general immigration enforcement, including civil immigration violations that do not necessarily constitute criminal offences.

The move comes as Home Secretary Shabana Mahmood seeks to intensify immigration enforcement through increased funding, additional personnel and expanded deportation operations.

The Home Office said the technology would help officers identify individuals facing removal proceedings and those attempting to re-enter the country unlawfully.

The policy documents also suggest that facial recognition could reduce the need for repeated enforcement visits to residential properties and workplaces.

Authorities have already conducted three trials of the technology at Holyhead port in north Wales between November 2025 and February 2026.

The trials focused on identifying people travelling from Ireland who were subject to deportation orders or wanted over immigration-related criminal offences.

The programme has now entered its formal delivery phase, with officials considering wider deployments at transport hubs and large public gatherings.

A Home Office spokesperson confirmed that further trials were being considered as the government assessed the potential benefits and implications of the technology.

Mahmood defended the use of facial recognition, describing it as a major breakthrough in criminal enforcement.

She said the technology had helped police remove thousands of dangerous criminals from the streets but stressed that its application must remain fair, safe and proportionate.

The Home Secretary also called for clear laws to regulate its use, arguing that proper safeguards were necessary to maintain public confidence.

However, the proposed expansion has attracted criticism from civil liberties organisations and migrant rights advocates, who have raised concerns about privacy, surveillance and the possibility of inaccurate identification.

The Joint Council for the Welfare of Immigrants described the development as a significant escalation of immigration enforcement powers, while the Open Rights Group questioned the transparency of the plans, the issue of public consent and the absence of comprehensive legislation governing facial recognition.

Critics have also warned that the technology could disproportionately affect people of colour because of concerns about its identification accuracy.

Biometrics and Surveillance Camera Commissioner William Webster has also questioned whether existing regulatory arrangements are adequate to oversee the expanding use of facial recognition across government agencies.

Under the proposed policy, individuals below the age of 18 will not be included on facial recognition watchlists.
