UN issues security advisory amidst surge in kidnapping incidents in Nigeria

A comprehensive security advisory for UN personnel has been released in response to an increase in kidnapping incidents in Nigeria, including the Federal Capital Territory (FCT). The advisory highlights precautions and recommendations to ensure the safety of UN staff and their dependents.

The advice was released on December 24, 2023, and it recognizes the increase in kidnappings for ransom that occur, primarily at night, and target people on the roadways or in homes. Sadly, there have been instances where the offenders have demanded ransom money, and victims have been reported in some cases.

Precautions and Recommendations:

  1. Enhanced Residential Security: UN staff members are advised to implement robust security measures at their residences, including alert guards, reinforced fences, secure gates, sturdy doors and windows, alarm systems, strong locks, and good lighting.
  2. Avoid Night Travel: Caution is urged for late-night movement, especially when alone. UN personnel are advised to exercise vigilance and limit travel during nighttime hours.
  3. Stay Informed: Being aware of the current security situation and recent incidents is crucial. Avoiding areas known for criminal activities is recommended. Staff members are advised to brief their dependents on potential threats and safety measures.
  4. Vary Your Routine: Changing daily routines, routes, and timings is suggested to avoid predictable movement patterns, making it more difficult for potential threats to anticipate movements.
  5. Communication Plan: Maintaining emergency contact numbers, informing others of whereabouts, and ensuring someone knows how to reach UN staff at all times is emphasized.

How to React to Kidnapping Incidents:

In the event of a kidnapping attempt, the advisory provides guidelines on how to react to ensure safety:

  • Stay calm and avoid panic.
  • Consider complying with initial demands in the early stages of an abduction attempt.
  • Observe details of the kidnapper and surroundings.
  • Establish rapport with the kidnapper, if possible, and create a human connection.
  • Signal for help subtly without alerting the kidnapper.
  • Look for escape opportunities, and assess surroundings for potential routes.
  • Maintain mental strength and focus on survival instincts until help arrives.

The advisory concludes by urging all UN Security Focal Points to circulate the information to all personnel. Important phone numbers for reporting safety or security concerns are provided, and the advisory is approved by the Chief Security Advisor and UNDSS representative in Nigeria, Philip Ackatia-Armah.
