Tokunbo Wahab showcases Lagos Climate Adaptational Plan at Harvard, highlighting achievements and limitations faced by Lagos as a sub-national entity
Tokunbo Wahab, Lagos State Commissioner for Environment and Water Resources, has spotlighted the Lagos Climate Adaptational Plan at the ongoing Harvard Climate Symposium, where global experts are exploring sustainable solutions to the climate crisis.

Speaking at the event, Wahab underscored Lagos’ commitment to climate resilience, citing innovative measures being implemented to safeguard the city’s infrastructure, ecosystems, and population.
He explained that the state has adopted forward-looking strategies to mitigate rising sea levels, flooding, and other vulnerabilities linked to its coastal geography.
However, Wahab also highlighted the structural challenges Lagos faces as a sub-national government.
He noted that limited access to international climate financing, alongside jurisdictional and policy constraints, hampers the speed and scale of implementation compared with national governments.
The commissioner emphasised the need for greater collaboration between states, federal authorities, and global institutions to unlock resources that would accelerate adaptation measures.
According to him, Lagos’ proactive approach demonstrates how sub-national entities can take leadership roles in climate action despite constraints.
