Lagos seeks Japanese investment in mass transit, technology and skills as both sides explore deeper economic and cultural ties

Lagos State Governor Babajide Olusola Sanwo-Olu, represented by Deputy Governor Kadri Obafemi Hamzat, on Friday, August 28, 2026, urged Japan to partner with Lagos on high-capacity electric buses and other areas of sustainable transportation during a meeting with Japan’s Assistant Minister and Director-General for African Affairs, Takahashi Misako, in Ikoyi, Lagos.

The proposal formed part of a broader call for stronger cooperation between Lagos and Japan in mass transportation, technology, human capital development and cultural exchange.

Sanwo-Olu said Lagos’ combination of a large population and limited land area made efficient mass transit essential to the state’s economic sustainability.

He specifically encouraged Japanese authorities and companies to explore opportunities for deploying electric high-capacity buses capable of moving large numbers of residents across the metropolis.

“But I think going forward, it will be interesting to know what we can do together in terms of electric vehicles.

And when I say vehicle, I mean buses, high-capacity buses. What can we do to get electric buses? How do we get our people to move around freely?” Sanwo-Olu said.

The governor put Lagos’ population at about 30 million and argued that the scale of daily movement across the state required stronger and more sustainable public transport options.

The proposed Japan electric buses partnership comes as Lagos continues to develop an integrated transport system combining road, rail and water transportation.

Recent figures presented by the Lagos State Ministry of Transportation showed continued investment in rail, waterways, intelligent traffic management and clean-energy transportation as part of efforts to reshape mobility across the state.

The proposed collaboration with Japan would add another dimension to those efforts by bringing electric buses into the conversation around mass transit and environmental sustainability.

Sanwo-Olu also asked Japan to deepen its partnership with Lagos in emerging technologies, particularly artificial intelligence, cybersecurity and robotics.

He said exchanges involving Japanese experts, students and Lagos residents could promote knowledge transfer and provide young Nigerians with access to specialised skills.

The technology proposal fits into a wider effort by Nigeria and Japan to strengthen bilateral cooperation.

On August 27, Japanese and Nigerian officials held the 10th Japan-Nigeria Special Partnership Forum in Abuja, where they discussed business, development cooperation, culture and sports, alongside wider international and regional issues. (Ministry of Foreign Affairs of Japan)

The Lagos meeting also placed cultural exchange on the agenda.

Sanwo-Olu described Lagos as Nigeria’s cultural capital, pointing to the state’s vibrant music and creative industries, particularly Afrobeats, as areas where stronger people-to-people connections with Japan could be developed.

He further encouraged Japanese officials and companies already operating in Nigeria to pay greater attention to Lagos, describing the state as the country’s principal commercial hub.

According to Misako, 57 major Japanese companies currently operate in Lagos, with three maintaining manufacturing operations in the state.

Other Japanese businesses are active across sectors including manufacturing, pharmaceuticals, construction and logistics. (Peoples Gazette Nigeria)

Misako said Japan saw considerable room for further cooperation with Nigeria, particularly in technology, skills development and opportunities involving young people.

“We see a lot of potential for further collaboration in the future between Japan and Nigeria,” she said.

She also pointed to the technological capabilities of Japan and the potential for those capabilities to complement the ambitions of Nigerian students and young professionals.

“I am very impressed that there is maybe a mutually complementary collaborative relationship between Japan and Nigeria, because Japanese technology and Japanese science capability can also help facilitate the younger Nigerian students who would like to specialise in that area,” Misako said.

Her remarks came after a wider series of engagements in Nigeria. On August 26, Misako and Japanese Ambassador to Nigeria Suzuki Hideo also met UNICEF Nigeria Country Representative Wafaa Saeed Abdelatef to discuss humanitarian issues and potential partnerships involving the Japanese private sector. The Japanese side has also indicated interest in strengthening economic relations beyond Lagos.

Nigeria’s Secretary to the Government of the Federation, George Akume, said earlier in August that 57 Japanese companies were operating in Nigeria and called for greater Japanese investment in areas including mining, renewable energy, security and technology. (Ogun State Government Forum)

The planned Japan-Nigeria Business Facilitation Council meeting in Lagos in October is expected to provide another platform for businesses and government officials to explore investment opportunities.

For Lagos, the proposed electric bus collaboration could have significance beyond simply adding another category of vehicles to the city’s transport network.

Electric high-capacity buses could help the state expand mass transit while supporting its wider clean-energy ambitions, provided that charging infrastructure, electricity supply, maintenance capacity and sustainable financing are addressed alongside vehicle procurement.

Those considerations will be important if discussions move from diplomatic engagement to actual deployment.

For Japan, Lagos offers a large potential market, a substantial young population and an economy with strong demand for transport and technology solutions.

For Lagos, Japanese expertise offers the prospect of combining infrastructure investment with technical knowledge and skills development.

The meeting therefore reflected a relationship increasingly moving beyond traditional diplomatic exchanges towards practical cooperation in areas that directly affect everyday life.

Whether that cooperation ultimately produces electric buses on Lagos roads will depend on the details of financing, technology transfer and implementation.

But Friday’s engagement placed sustainable mass transportation firmly among the opportunities both sides are prepared to explore.
