The proposed cluster strategy is built around a simple idea: four clubs can achieve greater visibility and value by presenting together rather than attending independently.

The West African Projects Fair 2026 is scheduled for November 10 to 17, 2026, at Balmoral, Sheraton Lagos, with participation open to clubs and individual delegates from Rotary Districts 9111 and 9112.

Under the proposal, four clubs would form one cluster and contribute $100 each, creating a combined $400 pool.

The structure is designed to cover the standard $350 club registration fee, with the remaining $50 serving as a joint branding buffer.

The arrangement would significantly reduce the individual burden on participating clubs.

Instead of one club paying $350, each participating club would contribute $100 while gaining representation within a shared exhibition space.

The cluster would bring together four clubs, four flagship projects and one common theme.

Suggested themes include maternal and child health, WASH, youth empowerment and other areas where clubs have complementary projects.

The model also seeks to make participation more practical. Each cluster could have up to eight delegates, allowing clubs to rotate representatives while ensuring that two people remain available at the booth at any given time.

A joint banner carrying the district and cluster identity would provide a professional visual presence, while posters, flyers and QR codes could direct visitors to a shared video showcasing the participating clubs and their projects.

The proposal recommends that each cluster develop a single partnership pitch, potentially presenting four projects under one theme with a combined impact value of $40,000.

Such packaging could make the projects more attractive to NGOs, corporate organisations, development partners and potential donors.

Clusters could be organised according to geography, project focus or club size.

A zonal arrangement could make meetings and transportation easier, while project-based groupings could create stronger technical proposals.

Another option would be to combine one larger club with three smaller clubs to create a balanced partnership.

The strategy also allows clubs from different districts to collaborate, reinforcing the broader Rotary message of working together for community impact.

The proposed implementation timetable begins in September. District Governors would announce the initiative and invite cluster leads by September 15.

Assistant Governors and other coordinating leaders would then work to establish the clusters between September 16 and 30, with memoranda of understanding signed and the $100 contributions made.

From October 1 to 10, lead clubs would complete registration and pay the $350 official registration fee. October would then be used for booth design and a one-hour virtual delegate training session.

The fair itself would run from November 10 to 17, followed by an impact report to the districts on November 20.

The proposal argues that the greatest advantage of the model is its potential scale. If all 200 clubs across Districts 9111 and 9112 participate, the arrangement could create 50 clusters involving the entire 200-club network.

At the proposed $100 contribution per club, participating clubs would collectively provide $20,000 towards registration, while 50 official registrations at $350 each would represent $17,500 in registration expenditure.

Even at 50 per cent participation, the organisers estimate that 100 clubs could form 25 clusters.

Beyond the financial calculation, the strategy is intended to create what organisers describe as a stronger and more visible Rotary presence at the fair.

The cluster approach could also help clubs that might otherwise struggle to participate because of current economic pressures.

By sharing branding, booth responsibilities, delegate arrangements and project presentation, smaller clubs would have an opportunity to showcase their work alongside larger and more established clubs.

The next step is for the proposed four-club, $100-per-club model to receive approval, after which Assistant Governors, Zone Coordinators and club presidents can begin forming clusters.

Club presidents would identify three partner clubs and nominate a lead club, while lead clubs would be responsible for completing registration by October 10.

At its heart, the proposal seeks to turn individual participation into collective impact: four clubs, one platform and a stronger story for potential partners and donors.
