Dangote refinery shows Africa can deliver mega projects — Sanwo-Olu

Lagos State Governor Babajide Sanwo-Olu has described the Dangote refinery scale as compelling proof that Africa can deliver large-scale infrastructure projects, highlighting the facility’s 650,000 barrels-per-day capacity during a high-level visit to the Lekki site.

Babajide Sanwo-Olu, speaking at the Lagos-New York 2026 Learning Journey hosted by the Aliko Dangote Foundation and the Forum of Young Global Leaders, reflected on the transformation of the Lekki corridor from reclaimed coastline into one of Africa’s most ambitious industrial hubs.

“A decade ago, the ground beneath our feet was open water. Everything built here had to be imagined, funded and reclaimed from the sea,” Sanwo-Olu said, underscoring the vision behind the project.

The governor described the refinery as a powerful symbol of what coordinated investment and long-term planning can achieve across the continent.

He noted that producing 650,000 barrels per day places the facility among the largest single-train refineries globally.

“Producing 650,000 barrels a day, this refinery proves Africa can execute at a massive scale,” Sanwo-Olu added.

The Dangote refinery, developed by industrialist Aliko Dangote, has been widely positioned as a game-changing project for Nigeria’s energy security and foreign exchange outlook.

The facility is expected to reduce reliance on imported petroleum products while supporting local refining capacity.

Beyond the refinery itself, Sanwo-Olu pointed to a broader ecosystem of infrastructure in the Lekki axis, including the Lekki Deep Sea Port, the Free Zone and the Blue Line rail project.

The governor said these developments were designed to create a more seamless path for future investors.

“A system that relies on one man’s extraordinary willpower is not a business model. That is heroism and heroism is hard to repeat,” he said, signalling a shift towards institutional frameworks that can sustain growth.

Sanwo-Olu also placed the discussion within the wider context of Lagos’s rapid population growth, estimated at over 25 million residents.

He said the pressures facing the city mirror challenges across Africa, making scalable solutions essential.

“Every pressure Africa will face this century, Lagos is confronting this decade,” he said, referencing infrastructure, energy demand and a growing youth population.

The Dangote refinery scale has become a focal point in conversations about Africa’s industrial future, particularly as governments and private investors seek models that combine ambition with execution.

Similar large-scale projects across the continent have often faced delays or funding gaps, making the Lekki development a notable case study.

Sanwo-Olu used the occasion to call for stronger global partnerships, urging participants in the learning programme to translate dialogue into concrete investment outcomes.

“Africa is not waiting for permission to build. We have already started, and now is the time to turn conversations into partnerships,” he said.

The event also served as a platform for collaboration between African and international stakeholders, with quiet but significant networking moments among policymakers, financiers and young leaders shaping future cooperation.

Observers note that while the refinery represents a milestone, its long-term success will depend on operational efficiency, regulatory stability and the broader integration of Nigeria’s energy value chain.

As discussions on industrialisation intensify ahead of the next economic cycle, the Dangote refinery continues to stand as both a symbol of possibility and a test of sustainability for large-scale African projects.
