Nigeria’s Federal Executive Council (FEC) has approved the One Humanitarian One Poverty Response System (OHOPRS), a national poverty reduction framework designed to coordinate humanitarian assistance, social protection and long-term economic recovery for vulnerable households across the country.

The approval was announced on Wednesday, 28 October 2026, following a memorandum presented by Dr Bernard M. Doro, Minister of Humanitarian Affairs and Poverty Reduction, in Abuja.

The Federal Government says the initiative is intended to address longstanding gaps in the delivery of poverty alleviation programmes by connecting emergency support with opportunities for sustainable recovery.

According to the ministry, humanitarian assistance, social protection and poverty reduction interventions have frequently operated independently, contributing to duplicated efforts, gaps in coverage and difficulties in helping vulnerable families move beyond immediate hardship.

The new framework seeks to establish a more coordinated approach, placing households at the centre of programme planning, service delivery and impact assessment.

The ministry described OHOPRS as a structural reform rather than another standalone intervention under President Bola Ahmed Tinubu’s Renewed Hope Agenda.

Its central objective is to create a clearer pathway from emergency assistance to resilience, economic inclusion and greater independence for households experiencing poverty.

“For too long, humanitarian assistance, social protection and poverty reduction have operated as separate interventions.

OHOPRS brings them together, so that vulnerable Nigerians are not simply assisted during emergencies but supported along a structured pathway towards recovery, resilience and economic independence,” Doro said.

Under the framework, families displaced by conflict or affected by other emergencies would continue to receive immediate assistance, including food, shelter and healthcare.

However, that support would also be linked to wider opportunities, including education, skills acquisition, social protection and livelihood development, helping households build greater financial security over time.

The approach reflects a broader shift in the government’s stated strategy from short-term relief towards interventions intended to deliver measurable improvements in living conditions.

The ministry has emphasised that the initiative’s success should be judged by its impact on people’s lives rather than simply by the number of programmes introduced or implemented.

OHOPRS was developed through consultations involving government institutions, development partners and other stakeholders.

The Federal Government formally adopted the framework following a technical workshop at the United Nations House in Abuja in March 2026, before it was unveiled on 26 August 2026 by First Lady Senator Oluremi Tinubu and Doro at the State House in Abuja.

The framework also provides for stronger coordination across federal, state and local government institutions, alongside improved data systems to help identify vulnerable households, assess their needs and track the support they receive.

Its official blueprint identifies governance, digital infrastructure, local delivery, programme reform and partnerships as key components of the proposed national system.

The approval comes as the Federal Government pursues wider reforms to Nigeria’s social protection architecture. In August, the government launched the $1 billion Household Prosperity and Economic Social Protection Project, known as HOPE-SP, as part of efforts to strengthen support for vulnerable households and establish more sustainable routes towards economic self-reliance.

Nevertheless, the practical impact of the poverty reduction framework will depend on how effectively the different levels of government and participating organisations translate the policy into coordinated action.

Reliable household data, transparent beneficiary selection, consistent funding and clear accountability will be important in determining whether assistance reaches those who need it most.

Following the council’s approval, the Ministry of Humanitarian Affairs and Poverty Reduction said it would work with government institutions, subnational authorities, development partners and other stakeholders to implement the framework.

For vulnerable Nigerians, the intended benefit is a more connected system of support, one that responds to immediate needs while creating opportunities for recovery, stronger livelihoods and lasting economic independence.

Whether that ambition produces measurable reductions in poverty will become clearer as implementation progresses.
