APRA audit reveals gaps in Africa’s PR leadership

A new independent reputation audit of the African Public Relations Association (APRA) has identified gaps in the organisation’s institutional visibility, continental engagement and accountability, raising questions about how effectively the professional body is translating its ambitions into measurable influence across Africa.

Released by Africa Reputation Pulse (ARP), the APRA 10 Years: Independent Reputation Intelligence Audit 2026 examines the association’s public reputation, leadership commitments, membership proposition, professional development initiatives and capacity to shape the future of public relations on the continent.

The report reviews publicly available evidence from January 1, 2016, to October 5, 2026, while providing historical context dating back to APRA’s founding in 1975.

It distinguishes documented activities from outcomes that remain pending, insufficiently evidenced or not publicly verifiable.

According to the audit, APRA’s next phase will depend on its ability to move beyond its role as a continental convener and become a more visible, accountable and evidence-led institution that demonstrates tangible value to practitioners, national associations, governments and international partners.

One of the report’s findings concerns the association’s continental reach. It identifies 20 countries with at least one participation signal, but only 12 with two or more signals.

The audit recommends country-specific engagement strategies to strengthen sustained participation and distinguish established institutional presence from isolated activities.

The report also identifies digital visibility as a strategic weakness, noting that APRA’s owned channels had published no news posts since September 2, 2024, within the period examined.

It recommends a consistent programme of research, publishing and digital communication to make the association’s work more accessible and easier to assess.

Professional recognition is another concern highlighted in the audit.

Published survey evidence cited in the report indicates that 40 per cent of respondents considered public relations undervalued at board level in 2025, while 38 per cent said leaders regularly sought public relations counsel.

The findings point to a continuing challenge for the profession: strengthening its influence in executive decision-making and demonstrating the value of strategic communication to organisational leadership.

The audit also highlights opportunities to improve continental representation. APRA’s 2025 annual conference recorded participation from 24 countries, according to the report.

However, it recommends broader participation, more inclusive language provision and stronger pathways for young and early-career practitioners.

Leadership commitments relating to professional credentialing, ethics, continental collaboration, member benefits and institutional partnerships also came under review.

The report identifies areas where progress remains pending, announced or in progress, and outlines the evidence needed to demonstrate delivery.

Philip Odiakose, lead analyst at Africa Reputation Pulse, said APRA’s future influence should be assessed through the institutional value it delivers rather than the events it convenes or commitments it announces.

“APRA’s next decade should be judged not only by the rooms it convenes or the commitments it announces, but by the institutional value it can demonstrate,” Odiakose said.

He added that lasting continental influence depends on practitioners seeing tangible benefits, national associations measuring their participation and publicly available evidence showing what has changed.

To address the identified gaps, the audit proposes a reputation and institutional competitiveness agenda for 2027 to 2030.

Its recommendations include expanding country engagement, improving language inclusion, establishing clearer professional credentialing pathways and publishing an annual measurement and accountability scorecard.

Other proposed priorities include clearer membership and governance information, stronger professional development programmes, credible ethical frameworks and performance indicators that allow stakeholders to assess progress over time.

The report draws on official association materials, national association and government sources, African and international media, professional bodies and sector research.

Its methodology references the AMEC Integrated Evaluation Framework and Barcelona Principles 4.0, which distinguish communication outputs from stakeholder responses, outcomes and institutional impact.

However, the audit acknowledges limitations. It does not include a new primary member survey or interviews, while the 2026 State of Ethics survey was still underway at the report’s cut-off date.

Its findings are therefore not presented as completed results.

The report also notes that Nigerian media sources are over-represented in APRA’s public record, partly because of the location of its secretariat and the concentration of communications activity.

Africa Reputation Pulse said the full report provides a detailed examination of APRA’s reputation, institutional strengths, areas of exposure and strategic priorities.

Public relations professionals, policymakers, researchers, national associations and other stakeholders are invited to explore the findings and request access to the report.

The audit’s recommendations set out a proposed direction for APRA’s next phase, with implementation and measurable results remaining central to the question of whether the association can convert its continental ambitions into sustained professional influence.
