OGD birthed OGSAA in 2008, transforming outdoor advertising regulation into a major revenue and environmental control agency for Ogun State

As Ogun State marks its 50th anniversary, one of the enduring legacies of the administration of former Governor Otunba Gbenga Daniel is the creation of the Ogun State Signage and Advertising Agency, a reform that fundamentally reshaped outdoor advertising regulation and revenue generation in the state.

The Ogun State Signage and Advertising Agency was established on July 23, 2008, following the signing of its enabling law by Daniel, who governed the state between 2003 and 2011.

Before the law, regulation of outdoor advertising in Ogun State was handled by a single official within the Ministry of Information, a system widely seen as inadequate for a rapidly urbanising state.

At the time, unregulated billboards, collapsed structures and visual clutter dotted major highways, including the Lagos Ibadan Expressway.

The administration argued that Ogun could no longer afford an informal, one man regulatory approach, especially as neighbouring Lagos State had begun using outdoor advertising regulation to improve road aesthetics and boost internally generated revenue.

The vision behind the reform was clear: reorganise the industry, improve safety and aesthetics, and turn outdoor advertising into a structured source of income for the state.

From a modest beginning with no inherited office space, records or operational framework, the agency gradually evolved into one of Ogun State’s key revenue generating institutions.

Today, the agency regulates billboards, signage and advertising structures across the state, while also serving as an employer of labour.

The agency’s statutory responsibilities include issuing licences and permits for outdoor structures, protecting the environment from visual blight, controlling the size, number and location of advertising installations, and ensuring that structures are properly designed, maintained or removed to prevent risks to lives and property.

It also fixes regulatory fees for outdoor advertising operators, oversees the display of posters on public infrastructure, and maintains a comprehensive database of advertising structures, their owners and locations.

Where violations occur, the agency is empowered to reject, revoke or modify permits in line with the law.

Eighteen years after its establishment, the agency stands as a testament to a policy decision driven by foresight rather than convenience.

What began as an attempt to tidy up highways has matured into a powerful institutional tool for urban management, environmental protection and sustainable revenue generation.

As Ogun State reflects on five decades of statehood, the emergence and growth of the Ogun State Signage and Advertising Agency remains a quiet but impactful example of how governance reforms can outlive administrations and continue to shape development.
