NCC ranked second in 2025 BPSR MDA website performance survey, highlighting its commitment to digital service delivery and public sector innovation

The Nigerian Communications Commission (NCC) has been ranked second among Federal Government Ministries, Departments and Agencies (MDAs) in the Bureau of Public Service Reforms (BPSR) 2024/2025 website performance evaluation.

The recognition comes three weeks after the telecom regulator was also named among the top five best-performing Federal Government agencies for 2025 by the Presidential Enabling Business Environment Council (PEBEC), highlighting NCC’s sustained investment in technology to enhance service delivery.

The BPSR evaluated 235 MDAs on 14 criteria, including compliance with the .gov.ng domain, website appearance and aesthetics, content relevance, structure, responsiveness, security, load time, usability, uptime, functionality, interactivity, accessibility, and capacity building.

NCC trailed only Galaxy Backbone Limited, which took first place, while the Nigeria Export Promotion Council (NEPC) ranked third.

The award was announced during the official release of the Federal Government 2024/2025 Scorecard Ranking for MDAs’ websites at the Federal Ministry of Finance Auditorium in Abuja on 22 December 2025, with the presentation taking place at BPSR’s office on 23 December.

Receiving the award on behalf of NCC Executive Vice Chairman Dr. Aminu Maida, Executive Commissioner for Technical Services Abraham Oshadami described the recognition as “another encouragement for the Commission to be a better public service institution leveraging digital platforms such as our web presence to enhance public service delivery to our various stakeholders, thereby implementing the Federal Government’s Ease of Doing Business policy direction.”

BPSR Director-General Dasuki Arabi commended the top three agencies for their proactive measures in maintaining world-class websites aligned with government policy.

Arabi emphasised that the ranking reflects federal institutions’ commitment to transparency, accountability, and global best practices in public service delivery.

“The annual Scorecard exercise has motivated more public institutions to embrace reforms and align with the Renewed Hope agenda for effective governance,” Arabi said.

“Technological innovations and standardised websites are now imperative for delivering services efficiently, ensuring citizen access, and promoting cost-effective governance.”

Developed six years ago, the Scorecard evaluates reform implementation, highlights best practice models, and seeks to improve access to government information, facilitate financial transactions, and curb corruption and cyber theft.

Arabi added that the rigorous evaluation process includes a quality assurance mechanism to validate outcomes and ensure objectivity in ranking MDAs.
