Ogun Government unveils rent-to-own housing scheme

New housing model will let residents spread home payments while direct-labour projects create jobs for more than 5,000 artisans across Ogun State.

Ogun State Government has introduced a rent-to-own housing scheme and a direct-labour construction model to make homeownership more accessible to residents and expand employment opportunities for artisans across the state.

The Commissioner for Housing, Jamiu Omoniyi, announced the measures during an X Space discussion on Tuesday, 25 August 2026, titled “Affordable Housing in Ogun State: Homes, Financing and Opportunities”.

Omoniyi said the government was responding to two persistent obstacles facing prospective homeowners: rising construction costs and the difficulty many residents face in making outright payments for completed properties.

Under the new Ogun rent-to-own housing approach, residents who cannot afford to pay the full cost of a home at once would have an opportunity to spread payments over time.

The state is partnering with Gateway Mortgage Bank on the proposed Prince Court Estate at Kobape Phase IV, which the commissioner presented as a key part of the new financing model.

The initiative marks a shift from a housing policy focused primarily on constructing estates towards a broader approach that also considers how residents can finance and eventually secure ownership of their homes.

For many households, the distinction is significant. A completed house may be within reach on paper but remain inaccessible when the entire purchase price is required upfront.

Spreading payments could lower that immediate barrier, provided the financing terms remain affordable for beneficiaries.

Omoniyi said the state was also continuing its development of estates aimed particularly at middle-income earners.

Existing projects include Kobape Phases I, II and III, as well as estates in Kemta, Itanrin, Ikenne and Iperu.

The government is simultaneously looking beyond newly developed estates. Omoniyi said regeneration work had begun in older communities, including Ibara GRA in Abeokuta and GRA in Ijebu-Ode.

The regeneration projects are intended to improve living conditions while supporting economic activity in established urban communities.

A second major element of the housing strategy is the use of direct labour in construction.

According to Omoniyi, the approach has engaged more than 5,000 artisans across various project sites in Ogun.

“Direct-labour reduces construction costs, promotes effective monitoring and ensures greater patronage of local content providers within the built economy,” Omoniyi said.

The model could provide benefits beyond individual housing projects by keeping more construction-related spending within local communities.

Carpenters, masons, electricians, plumbers and other tradespeople can gain work as government-backed developments progress.

Cost reduction is another stated objective. Omoniyi said the government subsidises land costs and provides infrastructure within its estates, measures designed to reduce the overall financial burden on prospective homeowners.

The government is also addressing an administrative issue that can complicate homeownership even after a property has been acquired.

Omoniyi disclosed that the Ministry of Housing was clearing a backlog of title documents, including documentation affecting beneficiaries of estates delivered before 2019.

Secure documentation is a crucial part of the homeownership process because possession of a house does not by itself resolve questions surrounding legal title.

Clearing outstanding documentation could therefore give existing beneficiaries greater certainty over their properties.

The commissioner also warned that the government would monitor developments under its housing schemes and take steps to check speculation.

That emphasis reflects a broader challenge facing subsidised housing programmes.

Affordable homes can lose their intended social purpose if properties are diverted towards speculative investment rather than occupied by the people the schemes were designed to assist.

Omoniyi encouraged residents to apply for available government housing opportunities as the administration expands its interventions.

“The ultimate objective of Governor Dapo Abiodun-led administration is to ensure that the Ogun affordable housing interventions translate into secure and sustainable homeownership for residents while simultaneously stimulating economic activities across the state’s built environment,” Omoniyi said.

The housing initiative comes as Ogun continues to experience population and development pressures linked to its proximity to Lagos and the expansion of commercial and industrial activity across the state.

For the government, the challenge is therefore twofold: increasing the supply of housing while ensuring that completed homes remain financially accessible to the people expected to occupy them.

The proposed Prince Court Estate at Kobape Phase IV represents an attempt to address the financing side of that equation.

Combined with subsidised land, public infrastructure and direct-labour construction, the state says the approach can reduce costs while widening access to homeownership.

The effectiveness of the rent-to-own model will ultimately depend on the affordability of its payment structure, the availability of homes, transparent beneficiary selection and the government’s ability to maintain infrastructure and complete title documentation.

For now, Ogun’s latest housing policy signals an effort to move beyond simply building more houses towards creating a pathway through which more residents can realistically become homeowners.
