FIFA backs Nigeria reform, plans NFF crisis visit

FIFA President Gianni Infantino and National Sports Commission Chairman Mallam Shehu Dikko held talks at FIFA House in Zurich, Switzerland, on Tuesday, September 1, 2026, as FIFA backed Nigeria’s broader football reform process but stopped short of formally ratifying the proposed NFF Normalisation Committee.

The meeting brought together senior Nigerian football officials and international football administrators as Nigeria seeks to rebuild its football administration following the mass resignation of the Ibrahim Musa Gusau-led Nigeria Football Federation board.

The development marks a significant stage in efforts to resolve the crisis engulfing Nigerian football, although the precise structure, membership and duration of any Normalisation Committee are yet to be finally settled.

The Nigerian delegation was led by Dikko and included NSC Director-General Bukola Olopade, acting NFF General Secretary Emmanuel Ikpeme and NFF Director of Legal Affairs Okey Obi.

Former NFF president and former FIFA Council member Amaju Pinnick also attended the meeting in his capacity as Special Adviser to the CAF President and Deputy Chairman of the FIFA Men’s National Teams’ Competitions Committee.

The discussions focused on institutional, governance and developmental issues, with both sides agreeing to continue working on a roadmap intended to deliver comprehensive reforms to the country’s football administration.

Infantino subsequently said he was pleased to meet the Nigerian delegation and described the discussions as part of efforts to align on a shared vision for football development in Nigeria.

The meeting followed the dramatic resignation of Gusau, NFF General Secretary Mohammed Sanusi and members of the NFF Executive Committee on August 27.

Gusau, who had been NFF president since September 2022, said his resignation was intended to make way for a comprehensive and orderly reform process addressing longstanding institutional, governance and developmental challenges in Nigerian football.

The mass resignation came amid intense criticism of Nigeria’s recent football fortunes.

The Super Eagles failed to qualify for the 2026 FIFA World Cup, while the Super Falcons missed qualification for the 2027 Women’s World Cup, ending a run of qualification for every edition of the women’s tournament since its inception in 1991.

The setbacks intensified demands for accountability and structural changes within the country’s football administration.

Against that background, the Federal Government, through the National Sports Commission, began pursuing a wider reform programme that could include a Normalisation Committee to oversee the transition and prepare the ground for a new NFF leadership structure.

The proposal was among the issues taken to FIFA in Zurich.

However, while FIFA has backed continued engagement on the reform process, the available official material does not establish that the world governing body has formally approved the proposed committee or its membership.

The NFF said FIFA had accepted the resignations of the former principal officers and Executive Committee members and that consultations involving FIFA, CAF, the NSC and the NFF administration would continue towards an agreed reform roadmap.

The distinction is important because FIFA’s rules require member associations to maintain a degree of independence from government interference.

Earlier this week, the NFF also dismissed as “totally fake” a purported FIFA letter circulating online which allegedly threatened Nigeria with suspension over the circumstances surrounding the resignations.

The document claimed that FIFA had raised concerns about government involvement and could impose sanctions if satisfactory explanations were not provided.

The NFF rejected the document, while reporting on the Zurich discussions subsequently reinforced that FIFA and Nigerian football authorities were engaged in consultations rather than announcing an immediate suspension.

The latest discussions are therefore being viewed as an attempt to prevent the leadership crisis from deepening into a confrontation between Nigeria and the international football authorities.

The proposed Normalisation Committee is expected to serve as a transitional mechanism if ultimately approved.

Its possible responsibilities include guiding reforms, stabilising the administration and helping organise a fresh electoral process for the NFF.

There is, however, uncertainty over how long such an arrangement would last.

Initial expectations had placed the lifespan of a proposed committee at about three months, but sources cited in the latest reports suggest that the process could extend to six months or even a year if the authorities determine that deeper institutional reforms are necessary.

Any eventual committee would also face scrutiny under FIFA’s integrity and eligibility requirements.

This means that the selection of its members is unlikely to be solely a domestic decision, with FIFA expected to have a substantial role in assessing the suitability of individuals proposed for the transitional body.

One name being discussed prominently is AbdulHakeem Uthman Mustapha, a Senior Advocate of Nigeria and a member of FIFA’s Anti-Racism and Anti-Discrimination Committee.

His reported connection with FIFA’s administrative structures has made him a prominent candidate in discussions over who could lead the proposed transitional arrangement, although there is no final confirmation that he will head the committee.

The wider reform process is also expected to address the electoral architecture of Nigerian football.

Reports indicate that the authorities are considering changes that could require elections to begin at local football association level before progressing to state and national positions, rather than retaining the existing order in which the NFF president and national executive are elected through the congress before state association elections.

Such changes would represent a substantial adjustment to the way football leadership is constituted in Nigeria.

The urgency surrounding the reforms is partly rooted in the country’s recent decline on the international stage.

Nigeria’s failure to reach the 2026 World Cup and the Super Falcons’ unprecedented absence from the 2027 Women’s World Cup have placed the administration of the sport under intense public scrutiny.

Reuters reported that the NFF leadership changes followed growing criticism over the performances of the national teams.

Dikko has maintained that the objective of the engagement is not merely to change personalities but to create stronger institutions capable of delivering sustainable success.

“Mutual engagement among the National Sports Commission, the NFF administration and the Confederation of African Football is ongoing with FIFA on the comprehensive reforms of Nigeria football,” Dikko said.

He added that there was “no doubt Nigeria Football will emerge much better and properly-structured” after the process.

The next stage is expected to involve further consultations between FIFA, CAF, the NSC and the NFF administration.

A FIFA delegation is also expected to visit Nigeria before the international body makes further decisions concerning the proposed Normalisation Committee, according to the latest reports.

That visit could prove decisive in determining how the transition will be structured and how quickly Nigeria can move towards a reconstituted football administration.

For now, FIFA’s position represents cautious encouragement rather than a final settlement.

The reform process has received international backing, but the difficult questions of who will oversee Nigerian football, how long the transition will last and when fresh elections will take place remain open.

The coming weeks could therefore determine whether Nigeria’s football crisis becomes the beginning of a meaningful institutional reset or another temporary change at the top of the country’s football administration.
