NDC takes major steps toward institutionalization at second NEC resolutions session

NDC party reforms introduce strict supremacy rules, financial accountability and reconciliation measures to strengthen internal unity

The National Democratic Congress (NDC) has announced a sweeping set of organisational changes aimed at reinforcing party supremacy, tightening internal discipline, and strengthening institutional integrity across all levels of its structure.

The NDC party reforms, unveiled in a formal resolution circulated on Sunday, place renewed emphasis on the authority of the party over all elected officials, policy directions, and governmental appointments, except for personal staff.

Party leaders stressed that all programmes and decisions by governments elected under its platform must now be made in consultation with established party structures.

In what party officials described as a decisive step towards institutional consolidation, the reforms also require all affiliated groups and non-governmental organisations linked to the party to operate strictly under party supervision.

The measures explicitly prohibit parallel structures or independent operations outside the party framework.

A key element of the NDC party reforms is the introduction of a comprehensive Code of Conduct for officials and candidates.

A committee led by the National Legal Adviser has been tasked with drafting the framework, which is expected to standardise behaviour, enforce accountability, and enhance internal discipline across the organisation.

The party has also inaugurated a National Reconciliation Committee to address grievances among members, a move designed to reduce internal tensions and restore cohesion ahead of future political engagements.

Party leaders described the initiative as a “transformative” effort to heal divisions and strengthen unity.

Financial governance forms another central pillar of the reforms. The NDC announced stricter rules on transparency in campaign financing, requiring full disclosure of all funds raised or contributed by candidates at every level.

All monies are to be routed through dedicated party campaign accounts and subject to oversight at local, state, zonal, and national levels.

Party leaders reiterated that the organisation is being restructured as a long-term institution rather than a personality-driven platform.

They emphasised that loyalty must remain firmly with the party and the national interest, warning that all members are expected to align personal ambitions with collective goals.

The NDC party reforms are being presented as part of a broader effort to reposition the party for sustainability, internal stability, and greater electoral competitiveness in future cycles.
