ECOWAS Court President calls for institutional reform, innovation, and improved coordination during 17th Administrative and Budgetary Retreat

The ECOWAS Court President, Hon. Justice Ricardo Cláudio Monteiro Gonçalves, has urged institutional reform, improved collaboration, and a cultural shift as the Court concluded its 17th Administrative and Budgetary Retreat.

Justice Gonçalves began his address by honouring the late staff member, Mr Víctor Golotó, with a moment of silence.

He praised participants for their dedication throughout the week-long retreat, which focused on reviewing the 2025 budget implementation and setting the financial framework for 2026.

Acknowledging the effects of budgetary constraints, the President challenged staff to move beyond a culture of dependency.

He said delays in delivering core activities stemmed not only from resource limitations but also from internal inefficiencies. He called for a shift towards accountability, innovation, and stronger interdepartmental collaboration.

“We must build a stronger, more effective Court, ever at the service of justice in our Community,” said Justice Gonçalves.

He outlined critical projects pending implementation, including the publication of legal documents, formulation of internal policies, and creation of a Legal Aid Fund. He urged senior management to speed up efforts and ensure better coordination across departments.

Despite financial constraints, Justice Gonçalves reassured staff that all 2025 salaries and entitlements remain protected.

He also addressed regional challenges, such as the recent withdrawal of three ECOWAS member states, noting their potential impact on the Court’s operations. However, he affirmed the institution’s continued stability.

The Electronic Case Management System, he noted, is a top strategic priority to enhance justice delivery and operational efficiency.

Justice Sengu Mohamed Koroma, Vice-President of the Court, also commended participants for their commitment and teamwork, highlighting their role in the retreat’s overall success.

The retreat brought together judges, senior officials, and administrative staff to assess institutional performance and plan strategically in response to shifting regional dynamics.
