New Football Association rules increase the minimum suspension for aggravated discrimination offences from the start of the new season

The Football Association has introduced tougher disciplinary measures against discriminatory behaviour, announcing that players, managers and technical staff found guilty of aggravated discrimination offences will face a minimum 10-match suspension from the start of the new season.

The changes, reported by BBC Sport on Thursday, form part of the governing body’s renewed effort to eradicate discrimination from football by increasing the minimum punishment for the most serious offences.

Previously, sanctions for aggravated breaches of FA Rule E3.2 ranged between six and 12 matches. Under the revised regulations, the standard minimum suspension has been increased to 10 matches.

The rule covers discriminatory misconduct involving references to a person’s ethnic origin, colour, race, nationality, religion, sex, gender, gender reassignment, sexual orientation or disability.

In a statement explaining the decision, the Football Association said stronger action remained necessary despite progress made in addressing discrimination within the sport.

“While significant progress has been made in recent years, discriminatory conduct continues to be a challenge across the game.

“Enhanced measures are necessary to tackle this abhorrent conduct,” the FA said.

The governing body said regulatory commissions would retain the discretion to impose sanctions exceeding the new minimum where there are significant aggravating factors.

However, the FA also clarified that shorter suspensions of no fewer than six matches could still be considered in exceptional cases where there are substantial mitigating circumstances or where an individual admits the offence at the earliest opportunity.

The association stressed that such reductions would no longer represent the standard approach and would be reserved for limited situations.

In a further tightening of its disciplinary framework, the FA warned that individuals found guilty of two or more aggravated discrimination offences on separate occasions could face suspensions exceeding 12 matches or lengthy time-based bans in the most serious cases.

The revised regulations apply not only to players but also to managers and individuals occupying technical areas during matches, reflecting the FA’s intention to ensure accountability across all levels of the professional game.

The tougher sanctions come amid continued efforts by football authorities in England and internationally to combat racism, discrimination and abusive behaviour, both on and off the pitch.

Governing bodies have increasingly strengthened disciplinary codes in recent years following several high-profile incidents involving players, coaches and supporters.

By raising the minimum punishment, the Football Association hopes to reinforce the message that discriminatory conduct has no place in football while promoting a safer and more inclusive environment throughout the game.
