Ghana Anti-LGBTQ Bill: Parliament approves controversial legislation targeting LGBTQ activities and advocacy

Ghana’s Parliament on Friday approved a controversial bill that criminalises the promotion of LGBTQ activities, marking a significant development in the country’s ongoing debate over sexual minority rights and civil liberties.

The legislation, widely referred to as the Ghana Anti-LGBTQ Bill, forms part of a broader trend across parts of West Africa where governments and lawmakers have introduced measures targeting LGBTQ communities and advocacy groups.

Lawmakers who backed the bill argued that the legislation reflects Ghanaian cultural, religious and family values. Supporters maintained that the measure is intended to preserve social norms and protect what they described as traditional institutions.

However, the bill has drawn strong criticism from human rights organisations, civil society groups and international observers, who contend that it could lead to increased discrimination, restrictions on freedom of expression and heightened risks for LGBTQ individuals and their supporters.

The approval of the legislation is expected to reignite debate both within Ghana and internationally over the balance between cultural values, constitutional rights and international human rights obligations.

Advocacy groups have warned that the measure could have far-reaching consequences for sexual minorities, healthcare providers, activists and organisations perceived to be supporting LGBTQ rights.

The Ghana Anti-LGBTQ Bill now moves to the next stage of the legislative process, where attention will focus on its implementation and any potential legal challenges that may arise.

Ghana has long maintained conservative laws and social attitudes regarding same-sex relationships, but the latest legislation represents one of the most far-reaching attempts to regulate LGBTQ-related activities in the country.
