Kaduna state performance ranking rises as the state secures third place and an Excellent Four-Star Rating in the 2025 Phillips Consulting Index
The Kaduna State Government has announced that the state was ranked as the third-best performing state in Nigeria in the 2025 Phillips Consulting State Performance Index, earning an Excellent Four-Star Rating for its performance across multiple development indicators.

The government described the achievement as an independent endorsement of the reform agenda and development programmes being implemented by Governor Uba Sani’s administration since assuming office in May 2023.
In a statement issued on Monday, the Commissioner for Information and Culture, Ahmed Maiyaki, said the Kaduna State Performance Ranking reflected measurable progress in governance, fiscal management, infrastructure, healthcare, education, agriculture, security and social inclusion.
According to Maiyaki, the assessment was based on objective performance indicators and citizen feedback, making the recognition particularly significant.
“This recognition is significant because it comes from an independent and credible assessment that combines objective performance indicators with citizen feedback,” he said.
“It confirms that Kaduna State is making steady progress in strengthening institutions, improving governance outcomes and expanding opportunities for its citizens.”
The commissioner noted that the latest recognition follows a series of favourable independent evaluations highlighting improvements in transparency, accountability and public sector performance in the state.
Maiyaki recalled that Kaduna recently emerged as the highest-ranked state in the 2025 Transparency and Integrity Index published by the Centre for Fiscal Transparency and Public Integrity.
The state also recorded the best national score on the Control of Corruption Indicator, further reinforcing its reputation for governance reforms.
He said the latest ranking reflects the impact of strategic investments and policy initiatives undertaken by the administration in critical sectors.
“These rankings are encouraging because they demonstrate that our efforts are yielding measurable results.
However, our focus remains on improving the lives of our people through inclusive development, economic empowerment, quality service delivery and sustainable peace,” Maiyaki stated.
The Kaduna State Performance Ranking is expected to boost confidence among investors, development partners and stakeholders, as the state continues to position itself as a leading destination for economic growth and public sector innovation.
The government reaffirmed Governor Uba Sani’s commitment to building a peaceful, prosperous, transparent and globally competitive state through sustained reforms and people-centred policies.
Maiyaki also expressed appreciation to residents, development partners, traditional rulers, religious leaders, civil society organisations and other stakeholders for their contributions to the state’s progress.
Since taking office, the administration has prioritised fiscal discipline, infrastructure development, healthcare expansion, educational improvement, agricultural productivity and enhanced security as part of its broader development strategy.
Government officials maintain that these initiatives are designed to promote inclusive growth, reduce poverty and restore public confidence in public institutions.
