Lagos State Government defends enforcement against unregulated Korope minibuses on Lekki–Epe Expressway, citing Bus Reform Initiative and public safety concerns

The Lagos State Ministry of Transportation has responded to reports of a protest by Korope minibus operators which temporarily obstructed traffic along the Lekki–Epe Expressway, particularly around the Ajah axis.

The ministry clarified that the Lekki–Epe corridor has formally transitioned into a Mass Transit and Regulated Transport Corridor under the Bus Reform Initiative (BRI) framework of the Lagos State Government.

According to the statement, the transition is deliberate and data-driven, aligning with the state’s long-term objective of building a safer, more efficient and economically sustainable transport system.

Policy Not Sudden, Ministry Insists

The ministry stressed that the restriction of unregulated Korope operations on the expressway was neither sudden nor targeted.

It noted that multiple stakeholder engagements were held with transport unions, corridor operators and relevant associations before enforcement commenced.

It added that sensitisation exercises, public advisories and structured notifications were issued in advance to ensure compliance and clarity.

Despite these efforts, the ministry described it as “unfortunate” that some operators chose to block a major expressway serving thousands of commuters daily, warning that such disruptions undermine public safety and economic productivity.

Strategic Economic Corridor

The government emphasised that the Lekki–Epe Expressway is a critical economic artery linking residential, commercial and industrial hubs, including the Free Trade Zone.

It warned that permitting unregulated operations would compromise traffic flow, safety standards and the gains already achieved under the reform framework.

The ministry commended the Nigeria Police Force, particularly the Lagos State Commissioner of Police, for swiftly restoring normalcy.

It disclosed that engagements were held with Area Commanders covering the corridor, with assurances of intensified enforcement, proactive patrols and sustained vigilance to prevent further breakdown of law and order.

Zero Tolerance for Disruption

Reaffirming its position, the Lagos State Government reiterated its commitment to:

Structured mass transit operations

Orderly and regulated transport systems

Protection of lives and property

Zero tolerance for actions capable of disrupting public peace

The ministry stated that reforms under the Bus Reform Initiative are designed to improve safety, predictability and dignity within the transport ecosystem.

While lawful engagement remains welcome, it stressed that disruption of public infrastructure will not be tolerated and urged operators to align with the regulatory framework guiding the corridor.
